Manheim Township Fire Chief Vacancy

Fire Chief – Vacancy 

The Township of Manheim is seeking its next dynamic and visionary Fire Chief to lead its all-hazards combination fire rescue system. The position responsibilities also include serving as the Emergency Management Coordinator. The Township of Manheim is a suburban community located immediately adjacent to the City of Lancaster, which is approximately 60 miles west of Philadelphia. The Department covers a first-due response area of approximately 24 square miles with a population of 44,000 residents, responding from four Fire-Rescue stations (with the fourth station projected to open in January of 2022). The department employees in the FY2021 budget 29 fulltime positions (Fire Chief, Deputy Fire Chief, Fire Marshal, Fleet Mechanic, Administrative Assistant, (3) Captains, (21) Firefighter/EMT’s), 48 part-time Firefighter/EMT’s, as well as approximately 30 volunteers. The FY2021 operating budget is $4,806,845.

The Fire Chief is responsible to direct and manage all fire service and emergency management needs for the Township of Manheim. Will be responsible for planning, directing, and coordinating fire and emergency management activities in consultation with municipal officials including personnel, equipment acquisition, and financial matters. The Fire Chief reports to the Township Manager and has authority over department employees and volunteer personnel. 

The Fire Chief is also responsible for a variety of day-to-day administrative, fire service, and emergency management duties, to include creation and review of long-range capital needs and planning; direction of departmental budget including exercising control over expenditures; overseeing grant opportunities and funding; effectively manage the scene of fire and rescue emergencies; oversee development and maintenance of Standard Operating Guidelines; plan, coordinate, and supervise all activities of Emergency Management office; review, update and maintain the required Emergency Operations Plan for the Township.

Required Experience, Training, and Education

12 years of increasingly responsible experience in fire and emergency services, including 6 years in an administrative and supervisory role. 

A Bachelor’s degree from an accredited college or university with major coursework in fire administration or a related field, master’s degree preferred.  Chief Fire Officer and/or Executive Fire Officer credentials required. National Board on Fire Service Professional Qualifications (or equivalent) Fire Officer IV, Fire Instructor II, and Fire Inspector I required. NIMS/ICS 700, 800, 100, 200, 300, and 400 required. Pennsylvania Emergency Management Agency (PEMA) Basic certification required, ability to obtain Advanced and Professional certification within 3-5 years. Current Pennsylvania Emergency Medical Technician or Paramedic certification, or ability to obtain reciprocity required. 

Additional Requirements

Valid Pennsylvania drivers license, or ability to obtain. Also, must reside within 30 miles of Manheim Township for purposes of emergency response during non-business hours. Successful candidate must meet the residency requirement within 6 months of hire. 


A competitive salary and benefit package. This includes a 7% Township contribution to a defined contribution plan, department take-home vehicle, paid time off, as well as medical, vision, dental, and life insurance. The hiring rate of pay will depend upon the selected candidate’s qualifications and experience. The preferred candidate will be subject to a criminal background check, drug/alcohol screening, motor vehicle check, a pre-employment medical evaluation, and a pre-employment psychological evaluation.
