Boards and Commissions Information

The following list contains information about each Township Board and Commission.  All of the meetings of the Boards and Commissions are open to the public.  You are encouraged to attend the meeting of your choice to get an understanding of the role of the Board or Commission that interests you.  Click here for the schedule of meetings.

Please review the following information about the various Boards and Commissions, and if you're interested, complete the Volunteer Application and return it to the Township Manager (see above).  Feel free to attach a copy of your resume.  Upon receipt of your completed application, a copy will be sent to each Board/Commission for which you expressed interest.  Interviews will be scheduled and the successful candidates will be appointed and assume their duties in January of the following year.  Unsuccessful candidates’ applications will be kept on file for a period of two years, so that they may be in line for an appointment when the next vacancy occurs.

Please keep in mind that the Commissioners encourage all volunteers to serve for no more than two terms.  The intent is to have as many people as possible living in the Township participate on the Boards and Commissions.

Boettcher House Museum Board (eight members/four year term):  This Board oversees the museum at the Boettcher House and promotes the Landis Woods park.  The Boettcher House Museum Board meets at Boettcher House in Landis Woods on the third Wednesday of the month at 7:00 p.m.

Civil Service Commission (three members/six year term):  The Civil Service Commission consists of three members who have the power to provide for the examination of applicants for positions and promotions, establish minimum qualifications for positions, test applicants for appointments and provide hearings in cases of dismissals or reductions in rank for those employed under civil service status.  The Civil Service Commission meets as necessary at the Township Building.

Fire Council (nine members/four year term):  Fire Council members are appointed to help coordinate the operation of the three Fire Companies with the Police Department and the Commissioners.  The Fire Council usually meets once each month at the Township Building.

General Municipal Authority (five members/five year term):  This is a financing Authority which finances such projects as the Golf Course and the Manheim Township Overlook Community Foundation property.  The Authority meets on the third Friday of January, April, July and October at 7:30 a.m. at the Township Building.

Library Board (seven members/three year term).  The Library Board oversees the day-to-day operation of the Manheim Township Public Library.  They meet twice each month on the second and fourth Wednesdays at 5:30 p.m. at the Township Building.

Overlook Community Foundation (eleven members/three year term).  The Overlook Community Foundation is a Board responsible for the oversight of the development and improvements to its portion of the Overlook Community Campus.  They meet on the third Tuesday of each month (except August and December) at 5:30 p.m. at the Township Building.

Parks & Recreation Board (seven members/five year term):  The Parks & Recreation Board functions in an advisory capacity to the Board of Commissioners in determining the amounts and kinds of recreation most needed by the citizens.  The Manheim Township Parks and Recreation Board meets at Stauffer Mansion, 1241 Lititz Pike, Lancaster, PA on the first Tuesday of the month at 7:00 p.m.

Planning Commission (seven members/four year term):  The Manheim Township Planning Commission plays a major role in the growth and development of the community.  This seven member board reviews and provides recommendations to the Board of Commissioners regarding development proposals, amendments to the Township land uses ordinances and rezoning requests.  The Planning Commission also identifies changes and activity in the community that could necessitate an update of the Township Comprehensive Plan or land use regulations.  The Planning Commission meets the third Wednesday of every month at 6:30 p.m. at the Township Building.

Uniform Construction Code Board of Appeals (five members/five year term):  The Appeals Board meets to review claims against the building inspectors in regard to construction.  They meet as necessary at the Township Building, but at least once each year to organize.

Zoning Hearing Board (five members/five year term):  The primary purpose of the Manheim Township Zoning Hearing Board is to help assure fair and equitable application and administration of the zoning ordinance by hearing appeals on the zoning officer’s determinations, and by granting relief from the literal enforcement of the ordinance in certain hardship situations.  Since the Board has no legislative power, it can neither make nor modify zoning policy.  Neither does the Board have enforcement powers.  It is a quasi-judicial body; that is, its powers are to some extent judicial in nature.  The Board schedules hearing on applications and appeals that come before it, takes evidence, and issues written decisions with findings of fact and conclusions of law.  It must limit its scope of activities to those permitted by the Pennsylvania Municipalities Planning Code.  The Zoning Hearing Board meets the first Monday of every month at 6:30 p.m. at the Township Building.
