Notice is hereby given that at the regularly scheduled public meeting of the Board of Commissioners of Manheim Township, Lancaster County, Pennsylvania to be held on Monday, November 8, 2021, at 6:00 p.m. at the Morgan Program Center, Manheim Township Public Library, 595 Granite Run Drive, Lancaster, Pennsylvania the Board will consider for enactment proposed Ordinance 2021-19 the full title is as follows: ORDINANCE NO. 2021-19. AN ORDINANCE OF THE TOWNSHIP OF MANHEIM, LANCASTER COUNTY, PENNSYLVANIA, AUTHORIZING THE MUNICIPALITY TO ENTER INTO A MEMORANDUM OF UNDERSTANDING FOR THE PURPOSE OF PROVIDING FOR INTERGOVERNMENTAL COOPERATION WITH RESPECT TO THE PAYMENT OF COSTS, CONTRIBUTION OF SERVICES, AND PURSUIT OF FUNDING NECESSARY FOR THE PRELIMINARY DESIGN AND ENGINEERING PHASE OF THE LITTLE CONESTOGA CREEK BLUE/GREEN CORRIDOR PROJECT. A brief summary of the proposed ordinance setting forth the provisions in reasonable detail are set forth below. Section 1 states the purpose of the memorandum of understanding (MOU) is for four municipalities, including Manheim Township, to work cooperatively with the Little Conestoga Creek Foundation towards funding, designing and obtaining preliminary permitting for a public greenway project along the Little Conestoga Creek. Section 2 identifies the Pennsylvania Intergovernmental Cooperation Act (Act) as the statutory authority for the Ordinance. Section 3 authorizes the Township to enter into the MOU and to participate in the greenway project according to the terms of the MOU. Section 4 authorizes the execution of the MOU, the execution of and any related instruments, and the taking of any further actions that may be necessary to implement the MOU. Section 5 sets forth the justifications for the MOU as required by the Act. Section 6 repeals any inconsistent ordinances. Section 7 provides for the severability of any section of the Ordinance declared to be invalid. Section 8 establishes the effective date to be the earliest date permitted by law. Section 9 provides that the Code of Ordinances shall remain unchanged except as modified by this Ordinance. A complete copy of Ordinance No. 2021-19 as proposed together with a copy of the MOU and any related exhibits are available for public inspection and may be examined by any citizen in the office of the Township Secretary 1840 Municipal Drive, Lancaster, Pennsylvania on regular business days between the hours of 8:00 a.m. and 5:00 p.m. A copy of the Ordinance and MOU also may be examined without charge at the offices of this newspaper (LNP) and at the Lancaster County Law Library located at 50 N. Duke Street, Lancaster, PA 17602. The public may participate in the meeting either in-person or virtually.
