LEGAL NOTICE

Notice is hereby given that at the regularly scheduled public meeting of the Board of Commissioners of Manheim Township, Lancaster County, Pennsylvania to be held on Monday, December 13, 2021, at 6:00 p.m. at the Morgan Program Center, Manheim Township Public Library, 595 Granite Run Drive, Lancaster, Pennsylvania the Board will consider for enactment proposed Ordinance 2021-03 the full title is as follows: ORDINANCE NO. 2021-03. AN ORDINANCE AMENDING THE AUTHORITY AND RESPONSIBILITIES OF THE TOWNSHIP MANAGER-SECRETARY. A brief summary of the proposed ordinance setting forth the provisions in reasonable detail are set forth below. Section 1 confirms that the office of the Township Manager-Secretary (“Township Manager”) was created and is being modified. Section 2 sets forth the purpose and intent of the ordinance, which is to define the relationship between the Township Manager and the Board of Commissioners and to identify the authority and responsibilities of the Township Manager. Section 3 sets forth the requirements for the appointment and removal of the Township Manager. Section 4 provides the qualifications and residency requirements for the Township Manager. Section 5 sets forth that the Township Manager shall maintain a bond. Section 6 sets forth how the compensation for the Township Manager is to be established. Section 7 establishes the powers and duties of the Township Manager, including, but not limited to, overseeing the administration of the Township, providing supervision over the departments, making personnel decisions, preparing and overseeing the budget and fiscal affairs of the Township, preparing for and attending Board meetings, providing regular reports to the Board, managing franchises, leases and permits, letting and administering contracts, serving as the purchasing officer for the Township, receiving and processing complaints and all other duties assigned by the Board. Section 8 sets forth the relationship between the Township Manager and the Board of Commissioners. Section 9 provides that if any part of the ordinance is found invalid, it will not affect the remainder of the ordinance. Section 10 states that the ordinance shall become effective upon enactment. A complete copy of Ordinance No. 2021-03 as proposed together with any related exhibits are available for public inspection and may be examined by any citizen in the office of the Township Secretary 1840 Municipal Drive, Lancaster, Pennsylvania on regular business days between the hours of 8:00 a.m. and 5:00 p.m. A copy of the Ordinance may be examined without charge at the offices of this newspaper (LNP) and at the Lancaster County Law Library located at 50 N. Duke Street, Lancaster, PA 17602. The public may participate in the meeting either in-person or virtually. Instructions for participating virtually are posted on the Township’s website (www.manheimtownship.org). The public may contact the Township during regular business hours with any questions.
