[ARCHIVED] Proposed Ordinance 2022-02 (Tax Collector)

Notice is hereby given that at the regularly scheduled public meeting of the Board of Commissioners of Manheim Township, Lancaster County, Pennsylvania to be held on Monday, January 10, 2022, at 6:00 p.m. at the Morgan Program Center, Manheim Township Public Library, 595 Granite Run Drive, Lancaster, Pennsylvania the Board will consider for enactment and may take action to enact proposed Ordinance 2022-02 the full title and text of which is as follows:  AN ORDINANCE AMENDING CHAPTER 99, ARTICLE III OF THE CODE OF THE TOWNSHIP OF MANHEIM BY ADDING SECTION 99-20 AUTHORIZING THE BOARD OF COMMISSIONERS TO APPOINT A DEPUTY TAX COLLECTOR AND TO MODIFY THE TAX COLLECTOR’S COMPENSATION. SECTION 1.   Chapter 99, Article III of the Code of the Township of Manheim is hereby amended by adding the following section:  § 99-20. Appointment of Deputy Tax Collector.  A. The Board is authorized to approve by resolution the Tax Collector of Manheim Township’s appointment of a Deputy Tax Collector for the assessment and collection of taxes.  The Deputy Tax Collector shall be authorized to receive and collect any and all of the taxes in like manner and with like authority as the Tax Collector. B. Upon the appointment of a Deputy Tax Collector, the Tax Collector of Manheim Township may delegate to the Deputy Tax Collector the duties, responsibilities and other services of the Tax Collector of Manheim Township set forth in § 99-13 and § 99-14.  The Tax Collector of Manheim Township will not be required to maintain an office or maintain office hours as long as the Deputy Tax Collector maintains an office that is available for residents and taxpayers during those hours required by § 99-12.  C. Upon the appointment of a Deputy Tax Collector, the Board may by resolution adjust the compensation of the Tax Collector of Manheim Township from what is set forth in § 99-11 to reflect that the duties and responsibilities of the Tax Collector have been delegated to the Deputy Tax Collector.  The Tax Collector of Manheim Township shall still be entitled to be reimbursed for any reasonable out-of-pocket incurred as part of the Tax Collector of Manheim Township’s official duties. SECTION 2. Should any paragraph, sentence, clause or phrase of this Ordinance be declared unconstitutional; or invalid for any reason, the remainder of said Ordinance shall remain in full force and effect, and the same shall not affect the validity of the remining portion of this Ordinance. SECTION 3.  This Ordinance shall become effective upon enactment. Copies of Ordinance No. 2022- 02 together with any related exhibits are available for public inspection and may be examined by any citizen in the office of the Township Secretary 1840 Municipal Drive, Lancaster, Pennsylvania on regular business days between the hours of 8:00 a.m. and 5:00 p.m.  This meeting will be held in-person and virtually.  Instructions for participating virtually are posted on the Township’s website (www.manheimtownship.org).
