[ARCHIVED] MT Promotes Andy Bowman to Assistant Township Manager

LANCASTER, Penna. (February 17th, 2022) – The Manheim Township Board of Commissioners has approved the promotion of Andy Bowman to Assistant Township Manager, effective immediately. The position was unanimously approved at the Board of Commissioners’ meeting held at the Manheim Township Public Library on Monday, February 14th, 2022.  

With the recent promotion of Code Compliance Director, Andy Bowman, to Assistant Township Manager, the newly reappointed position reflects the growth in not only the Township, but the staff entrusted to serve this municipality. Andy Bowman will provide direct support to the staff as well as newly appointed Township Manager, Rick Kane, who was officially sworn in during the same Board of Commissioner’s meeting. 

“The Assistant Township Manager position, which has been unfunded for over 10 years, is a needed position within our organizational structure,” said Township Manager, Rick Kane. “With 10 specific departments in Manheim Township government, we were in need of a more robust management structure in order to be more effective in managing and directing our staff and overseeing the daily operations of Township government.”

With almost 25 years of dedicated service to Manheim Township in the Code Compliance Department, Andy Bowman has consistently provided invaluable knowledge and direction under his leadership. His foresight and forward thinking has increased work flow efficiencies by automating Manheim Township’s permitting and inspection programs, opening a web based permit portal for select permit types, re-writing building codes, fire alarm and property maintenance code ordinances, and creating and implementing a newly launched proactive rental housing licensing and inspection program.

During his early career with the Township, Andy obtained 29 national code certifications including the Master Code Professional Designation, a designation held by only several hundred individuals in the country. He also possesses 16 Pennsylvania code certifications and serves as the Township Building Code Official. 

Andy has two degrees in architecture, a Bachelor of Science degree from Temple University and a Bachelors of Architecture from Drexel University.

“We are thrilled to welcome Andy onboard as the new Assistant Township Manager, said Rick Kane. “His skill set, experience, and 25 years of dedicated service to Manheim Township will only serve to enhance our senior management team’s ability to provide excellent service to our residents and our community.”

As a Manheim Township resident of 14 years and counting, Andy has a profound and deep sense of commitment to serve his fellow residents.

“I’m excited at the opportunity to serve my community as the Assistant Township Manager,” said Andy Bowman. “In my 24+ years with Manheim Township I have worked to build strong relationships and to grow proactive and effective policies and programs. I see this role as a natural progression where I can provide guidance and advocacy to Township staff and to help advance our initiatives.”
